Delaware Street Safe Routes to School Corridor Bicycle Improvements Project
Project Updates
October 2026
Construction is resuming in October following delays caused by long procurement lead times for traffic signal equipment. The contractor is expected to complete work on pedestrian ramps, the raised crosswalk on Pacific Boulevard north of Hillsdale Boulevard, and traffic signal modifications by mid-November.
Construction of the raised crosswalk on Pacific Boulevard will occur during the second half of October and requires a road closure for about three weeks. Traffic on Delaware Street and Pacific Boulevard traveling between Franklin Parkway and Hillsdale Boulevard will be affected. Bicyclists, pedestrians, and drivers should plan travel accordingly and follow detour signs while this work is occurring.
The final stage of the project includes repaving the roadway, new roadway striping and installation of flexible bollards to implement the separated bicycle lanes, and final traffic signal operations switchover. Due to summer’s procurement delay and now in order to avoid the wet weather season, it is anticipated that there will be another break in construction with the final stage of the project planned to occur around May 2027. However, staff and crews will work to identify ways to expedite this final stage of work where possible.
August 2026
The second and final phase of construction will begin in October. The contractor will start paving and slurry seal operations on S Delaware Street, from just south of 19th Ave to E 28th Ave. Signal-related work and striping/bike lane improvements will follow once paving is complete.
This phase also includes construction of a raised crosswalk/speed table where S Delaware Street transitions into Pacific Blvd, and this work will necessitate a road closure. Only this transition segment of the roadway will be closed in both directions for approximately three weeks — this will primarily affect travel from 31st Ave and from the Pacific Blvd/E Hillsdale Blvd overpass. Bikes, pedestrians, and drivers should plan travel accordingly and follow detour signs once installed.
Residents along S Delaware Street will be notified by the City's contractor of upcoming construction activities. Traffic control will be in place throughout to ensure the safety of both the public and construction crews. Residents should expect some delays, particularly once paving operations begin.
The project is currently anticipated to be substantially complete by November.
April 2026
The contractor is wrapping up the first phase of construction this month, which has included concrete demolition and installation of new ADA-compliant curb ramps along S Delaware Street. This phase focused on required sidewalk improvements at the intersections of Delaware Street with Bermuda Drive, Saratoga Drive, E 25th Avenue, and E 28th Avenue, and has lasted approximately five weeks. A new pedestrian refuge island was also constructed at the north leg crossing of S Delaware Street and Pacific Boulevard. This crosswalk will be further enhanced in fall, when construction resumes, with the installation of Rectangular Rapid Flashing Beacons (RRFBs).
The project will be temporarily suspended while the contractor procures long-lead materials, which includes signal poles and video detection equipment. These materials are currently anticipated to be available in August / September of this year. Upon receipt of these long-lead items, construction will resume with paving efforts and slurry seal occurring first along S Delaware Street, along with signal and intersection improvements shortly thereafter to support the new bike lanes, lane reconfigurations, and new striping being laid out. At that time, the bike boulevard portion of the project where Delaware Street intersects with E 28th Avenue down to where Delaware becomes Pacific Boulevard will also be implemented.
This webpage will be updated later this year when paving is anticipated to begin. Residents along S Delaware Street will be notified by the City’s contractor of anticipated construction activities, and traffic control will be setup to ensure safety for both the public and construction crews.
March 2026
The contractor has started construction mid-month with includes both concrete demolition/installations of curb ramps. This initial phase of construction is focused on required sidewalk improvements at the intersections of Delaware Street with Bermuda Dr, Saratoga Dr, E 25th Ave, and E 28th Ave, and is expected to last for approximately five weeks.
Pedestrian detours remain in place around sidewalk closures and active work areas, with signage provided to guide pedestrians and other road users.
February 2026
Construction is currently anticipated to start in March of 2026. The first construction phase of the project (March-May) will include concrete work in sidewalk areas at the intersections of Delaware with Bermuda Dr, Saratoga Dr, E 25th Ave, and E 28th Ave. Residents should be expected to detour around sidewalk closures and construction work areas. Warning signs will be clearly posted to provide direction to pedestrians and other road users. Roadway paving and signal improvement efforts will begin late September into October 2026, upon which the project will be considered substantially complete by November 2026.
December 2025
The Project’s construction contract was awarded by City Council on November 17, 2025. Construction is currently anticipated to start in February of 2026. Due to long lead times for signal/electrical equipment, the Project is anticipated to be constructed in two phases, with Project completion anticipated by October of 2026.
September 2025
During the September 2, 2025 City Council meeting, Council directed staff to move forward with a revised design of the Project to retain the second southbound travel lane between Bermuda Drive and Saratoga Drive. This option removed additional parking on the east side of S Delaware Street in this segment and identified new parking on Pacific Boulevard to partially offset the parking loss. Council also supported design revisions on the northeast corner of the Delaware St / 28th Avenue intersection to address a conflict between bikes, buses, and short-term parking needs in the area.
Project Description
The Delaware Street Safe Routes to School Corridor Bicycle Improvements project will modify the existing bike lanes (Class II) and bike routes (Class III) on Delaware Street starting just south of 19th Avenue to the southerly end of Delaware Street where it transitions to Pacific Boulevard south of 31st Avenue.
New protected bike lanes (Class IV) will be installed from Bermuda Drive to 28th Avenue, and bike boulevard treatments will be installed from 28th Avenue to the southerly limits of the project. New pedestrian connectivity and safety improvements will also be incorporated, including an enhanced crossing at Pacific Boulevard just south of Bermuda Drive, an exclusive pedestrian phase at the Delaware St / 28th Avenue traffic signal, and a raised crossing at the southerly end of the project.
This project is grant-funded through the Caltrans Active Transportation Program (ATP) Cycle 5 funding as a project that seeks to increase and promote bicycle and pedestrian trips.
