Project Description

This preliminary application is submitted under Housing Crisis Act (SB330) (Government Code Section 65941.1.) Under the state law, the project secures development standards, fees, and regulations as they were at the time of submission, by providing all the required documents outlined in the City’s SB 330 checklist. More information about SB 330 can be found in the Housing and Community Development (HCD) SB 330 website. 

  • The existing North Block Retail at Hillsdale Mall (12.03 acres of the 44.69-acre property) will remain
  • Demolition of 1,490,331 square-foot existing commercial buildings and garages within the Hillsdale Main Shopping area (32.66 acres of the 44.69-acre property)
  • Up to 2,059,000 GSF of net new commercial development 
  • Up to 2,390,800 GSF of net new residential space containing up to 1,670 residential units, changing from 1,905,000 square-foot new residential space containing 1,392 units as proposed in the preliminary application 
  • of the proposed residential units, 14%would be dedicated as Below Market Rate (BMR) units for lower-income households. Additional BMR units would be dedicated for townhomes. 
  • The existing 3,399 covered parking stalls are proposed to be replaced by new parking stalls 
  • A new low-rise Retail Village will be integrated to the existing North Block Retail
  • The new Commercial and Office uses, ranging from eight to ten stories, are proposed along El Camino Real 
  • Residential developments will be located in the western and southern portions of the project site.
  • The western portion of the site will feature three-story townhomes adjacent to existing single-family residences, while five- to eight-story multi-family residential buildings will be situated in the central area near proposed office and retail spaces, as well as in the southern parcel.
