Project Description
A building permit application (BD-2025-297276) has been approved to demolish 7,330 square feet of the existing 88,326 square-foot Parkside Plaza shopping center at 1862 S. Norfolk Rd. The partial demolition is required by the San Francisco Bay Regional Water Quality Control Board (Board) and the San Mateo County Department of Health Services (County) to facilitate the cleanup of contaminated soil and groundwater associated with a former dry-cleaning business. Following demolition, a new exterior wall will be constructed, and the work area will be secured with fencing for the duration of the remediation work. All necessary permits will be obtained from the City, Bay Area Air Quality Management District (BAAQMD), and the County.
The remediation effort is expected to occur in three phases:
Soil Assessment (approximately 30 weeks)
- Preparation and approval of a work plan by the Board;
- Completion of subsurface borings and collection of soil samples; and
- Preparation of an assessment report to determine the extent of excavation required.
Excavation and Cleanup (approximately 31 weeks)
- Preparation and approval of a work plan by the Board;
- Excavation and backfilling, including off-site disposal of contaminated soil and groundwater; and
- Preparation of an excavation report documenting the results of the cleanup.
Long-Term Monitoring (approximately 11.5 years)
- Annual groundwater monitoring during the assessment and excavation phases and for approximately 10 years following completion of the excavation.
While remediation is underway, the property owner plans to undertake façade improvements to modernize the remaining buildings within the shopping center. Once cleanup activities are complete, the demolished portion of the building will be reconstructed to match the upgraded architectural design of the center.
