Project Description

This preliminary application (PA-2025-071) is submitted under Housing Crisis Act (SB330) (Government Code Section 65941.1.) Under the state law, the project secures development standards, fees, and regulations as they were at the time of submission, by providing all the required documents outlined in the City’s SB 330 Preliminary Application checklist. The project proposes the demolition of an existing office building and construction of 87 apartment style residential units located on an approximately .71 acre site. The parcel is located at the end of O’Farrell street. The proposed project includes a mix of one- and two-bedroom units. 

The project consists of:

  • 87 for-rent units, including a total of 8 very low income and 3 low income BMR units. 
  • Communal open spaces including a community room, outdoor seating areas, an open turf area, a firepit and an outdoor kitchen.  

Project Updates

  • Note that a previous Planning Application (PA-2020-037) was approved for this site by the Planning Commission on October 26, 2021. On October 19, 2023, the Zoning Administrator approved an extension request to extend the expiration date of the project’s entitlement (with no changes to the project scope) for two additional years to October 26, 2025.   • The preliminary application (PA-2025-071) was deemed complete by staff on November 10, 2025
