640-690 Concar Dr. - Mixed-Use Development
Project Description
- The project site, approximately 14.5 acres in size, is located on Concar Drive, between South Grant Street and South Delaware Street. It is currently occupied by Concar Shopping Center, which includes Trader Joe’s, Peninsula Ballet Theatre, Ross Dress for Less, The Pantry, , T.J. Maxx, and 7-Eleven.
- The project includes demolition of the existing shopping center except for the existing Trader Joe's and construction of 847 new residential units (139 townhome units and 708 apartment units) and 3,100 square feet of new commercial space. The townhome units would be in 16 three-story buildings on the northern half of the site and the apartment units would be in three 6/7-story buildings on the southern side of the site. The commercial space includes maintaining the grocery store (Trader Joe’s) and a new convenience store (7-Eleven) at the corner of Concar Dr and Grant St.
- The project includes 186 affordable housing units (22%), with 37 very-low income units, and 149 low income units.
Project Updates
A prior project to demolish the existing commercial buildings and construct 961 multi-family dwelling units and approximately 40,000 square feet of commercial/retail space was approved by City Council in September 2020. The project included 73 affordable housing units, associated parking and 3 acres of community open space. Commercial uses include Trader Joe’s, Peninsula Ballet Theatre, 7-Eleven and a new SEED food hall, with other retail space and a daycare facility for approximately 70 children. On February 14, 2025, a Preliminary Application was submitted for a revised residential development project under the Housing Crisis Act (SB 330) (Government Code Section 65941.1). Under state law, the project secures development standards, fees, and regulations as they were at the time of submission, by providing all the required documents outlined in the City’s SB 330 checklist. The current project is also eligible as a “By-right” Housing Project under Municipal Code Chapter 27.94 Housing Opportunities Overlay District (H) since the project site is in the overlay district and the developer provides at least 20% of the dwellings as low-income units.
On August 4, 2025, the applicant submitted formal Planning Applications for Site Plan and Architectural Review and a Tentative Subdivision Map for Condominium purposes.
