Objective Design Standards (ODS) for Multi-Family and Residential Mixed-Use Projects
Recently, the Governor signed multiple housing bills which added Section 65913.4 to the Government Code. This provides for a streamlined, ministerial approval process for certain types of multi-unit and mixed-use residential housing projects (two or more residential units), subject to certain conditions and consistent with objective zoning and design review standards. In response, the City is creating objective design standards for applicable multi-unit housing projects. Community feedback will be incorporated into draft Objective Design Standards that will be considered by the Planning Commission and City Council later this year.
The draft Objective Design Standards document has been completed and is ready review (see documents section below).
The Planning Commission held a Study Session on Tuesday, August 8, 2023, to provide feedback and staff direction in several key areas of the proposed Objective Design Standards including transitional, design and massing elements. Meeting materials are available online through the Public Meeting Portal. Future public hearings for Citywide ODS are anticipated in the fall of this year.
