Project Description

This application (PA-2025-085) has been submitted under Housing Crisis Act (SB330) (Government Code Section 65941.1.) and Affordable Housing and High Road Jobs Act (AB 2011) (Government Code Section 65400). Under SB 330, the project secures development standards, fees, and regulations as they were at the time of submission, by providing all the required documents outlined in the City’s SB 330 Preliminary Application checklist. More information about SB 330 can be found in the Housing and Community Development (HCD) SB 330 website.  AB 2011 provides a streamlined approval process for housing development projects that are located in commercial corridors.

The Project proposes adaptive reuse, to convert an existing 202,014 square foot, 12-story office building located at 2121 S. El Camino Real to residential use; resulting in 156 dwelling units for rent which would include studio, one-bedroom, and two-bedroom units. 15% of the total units will be affordable housing units. Additionally, the Project is proposing to subdivide the existing parcel to that include existing 4 buildings into 4 parcels. The proposed adaptive reuse is limited to one of the existing building on one of the proposed parcel. The building sits atop a podium with direct pedestrian access from the public sidewalk. The existing basement, parking structure, and surface lot will remain, maintaining 586 parking spaces, serving all existing mixed-use buildings within the complex. No other buildings on the site would be altered as part of the proposal.

The project consists of:

  • Total dwelling units: 156 (rental units) 
    • Studio - 40
    • One Bedroom - 108
    • Two Bedroom - 8
  • Below Market Rate (BMR) units: 24 units
  • Amenities would include lobby, lounge, fitness area, and landscaped courtyards.
  • Architectural upgrades to modernize the existing façade with energy-efficient window systems and refreshed paint.
