Project Description
On January 30, 2024, the Planning Commission recommended adoption of Strive San Mateo General Plan 2040 (General Plan 2040), which was adopted by City Council on March 18, 2024. General Plan 2040 consists of eight Elements and associated maps including the Land Use Element, which provides the foundation for future growth, change, and preservation in San Mateo, and sets the allowed land uses, heights, densities, and floor area ratios for the City. General Plan Table LU-1 Land Use Designations summarizes this information and the associated Land Use Map, Figure LU-1, acts as a visual representation of the land use designations detailed in the Land Use Element.
During the General Plan adoption hearings and its subsequent implementation, the City Council, staff, and individual landowners identified 13 sites across the city where the General Plan 2040 land use designations were either inconsistent with the existing and/or surrounding land uses or required revisions to reflect City Council direction.
The City is proposing to correct these inconsistencies and follow City Council direction by amending the land use designations at the specified locations. The City will also introduce the General Plan Interim Implementation Procedures Memo, which will guide staff and applicants on how to apply development standards for parcels with General Plan 2040 land use designations that lack corresponding zoning districts until such time as the Zoning Ordinance (Title 27) is updated to be consistent.

Project Updates
On March 17, 2025, the City Council approved the General Plan land use map amendments, which received a positive recommendation from the Planning Commission during its January 28th, 2025, meeting.
