Project Description

A Planning Application (PA-2025-031) has been submitted, proposing to demolish two existing one-story commercial buildings and two single-family residence for the construction of a six-story multi-family residential building on San Mateo Drive between State Street and Villa Terrace. The project proposal includes a density bonus request, providing below market rate (BMR) units as outlined below to increase the maximum allowable density under State Density Bonus Law. 

The project consists of:

  • Six (6) stories above a below grade parking garage.
  • 181 residential units, including:
    • 19 BMR units for very-low income households (15.7% of the base density of 121 units)
  • Ground-level and subterranean parking structure for a total of 182 parking stalls. 
  • Amenities such as rooftop pool, spa, BBQ, planting, gym, and roof decks

Project Update

  • The third resubmittal of the formal application was submitted on December 11, 2025. The third resubmittal was deemed complete and ready for processing on January 12, 2026.
  • The second resubmittal of the formal application was submitted on November 10, 2025. The second resubmittal was deemed incomplete by staff on December 10, 2025.The first resubmittal of the formal application was submitted on July 15, 2025. The first resubmittal was deemed incomplete by staff on August 14, 2025.
  • The initial formal Planning Application was submitted on April 15, 2025, and was deemed incomplete by staff on May 15, 2025.
  • This formal Planning Application follows submittal of an SB330 Preliminary Application (PA-2024-064) which was deemed complete as of January 21, 2025. The Housing Crisis Act (SB330)  is a state law, allowing the project to secures development standards, fees, and regulations as they were at the time of submission with the submittal of all required documents outlined in the City’s SB 330 checklist.
