Rich was born in Kansas City, Missouri as the son of a working-class family. He attended Emporia State University in Emporia, Kansas where he received a Bachelor of Science in Education degree in 1970. He moved to San Mateo, California in 1970 with his wife Linda to take advantage of the educational opportunities in the San Francisco Bay area. He attended San Francisco State University. He received his Master of Arts Degree in 1973.

He was accepted to City University of New York City to work on a PHD in Urban History but decided to accept employment in 1974 with the United Food & Commercial Workers International Union as a Union Representative where he remained for 28 years. He had the honor of being employed by Congressman Tom Lantos from 2004 until the Congressman’s death in 2008.

Rich conducted four campaigns and assisted on another one within the City of San Mateo to raise money to help balance the City’s budget. Rich served on several Boards and Commissions within the City of San Mateo, the County of San Mateo, and the State of California. He and his wife Linda have lived in San Mateo 52.6 years.

*Appointed to two-year at-large seat. This Council Member resides in District 4. A District 4 candidate will be formally elected in November 2024.
