Project Description

  • The project involves the modernization, expansion, and upgrade of the City’s wastewater treatment plant facility. The project will involve changes to the existing facility as well as the construction of new components adjacent to the existing site. Some of the older facilities of the existing treatment plant will be removed or be re-purposed. The project includes the completion of a pedestrian path around the treatment plant from Dale Avenue to John Lee Dog Park, modifications to the existing landscaping along East 3rd Avenue, and the closure of portion of Detroit Drive.

Project Update

  • The City Council approved the Special Use Permit, Site Plan and Architectural Review (SPAR), and Tentative Parcel Map on July 16, 2018. 


  • On March 1, 2019 the Clean Water Program submitted an application to modify the project to reduce the overall size and cost of the facility.  The location and general configuration of the upgraded wastewater treatment plant facility is not changing.


  •  On April 15, 2019 the City Council approved the modifications to the previously approved project. 

    The vote was approved (4-0-1), (1-abstained).
