PROJECT UPDATEThe Planning Commission held a public hearing for the Franklin Templeton Office project SPAR on September 12, 2017. After hearing the staff and applicant presentations and public testimony, the Commission deliberated and adopted the Mitigated Negative Declaration and Initial Study, and approved the project unanimously by a 5-0 vote and conditions of project approval. The Site Plan and Architectural Review (SPAR) Application was submitted on October 11, 2016 and resubmitted for completeness on December 20, 2016 and February 7, 2017.
The Notice of Intent to Adopt a Mitigated Negative Declaration was noticed for a 20-day public review period from Monday June 26, 2017 to Monday July 17, 2017. Staff prepared a response to comments. The Planning Commission Administrative Report and related materials are available for viewing through the links in the City's Public Meeting Portal website.

The applicant proposes to complete the existing Franklin Templeton Investments Global Headquarters campus with the planned ‘Phase I Expansion’ which consists of the construction of two 122,630 square foot four-story office buildings totaling 245,260 square feet (for a total 813,683 square foot project buildout) on the currently vacant parcels west of the existing Franklin Templeton buildings. The project includes below and at-grade parking providing a total of 274 new parking spaces, bicycle parking at-grade and bicycle racks in the underground parking garages, and related site improvements. Access to the proposed buildings would be provided by the existing driveways on Franklin Parkway and Saratoga Drive.
A visual corridor connection is shown on the plans beginning at Linear Park at the Bay Meadows mixed-use development to the north, through the existing Franklin Campus Green and this expansion area, to the Bay Meadows Phase II residential development to the south. The plans show this area as proposed open space for the project with outdoor employee amenities with seating areas, a centrally located social activities areas, a recreation space (possible sport court), and exterior employee gathering places. There is public access for pedestrians proposed within this view corridor.
Pedestrian access points, internal to the campus, for employee use is provided at the corner of the Franklin Parkway and the public pedestrian path, along Yates Way, and new Building 7 and 8 entrances. Access to the proposed buildings is via the existing driveways on Franklin Parkway and Saratoga Drive.
An area delineated for 166 surface parking spaces at-grade located at the southern portion of the campus. A 15-foot wide pedestrian path with bicycle access is proposed through the center of this landscape area at the southern tip of the campus. Two loading spaces are provided including one adjacent to each of the new buildings.
A pedestrian path and bicycle access are located at Derby Avenue near Yates Way to offer a connection for the residential development to the south providing passage onto the Franklin Campus.
A Site Development Planning Application (SDPA) is required for grading and removal of major vegetation, trees 6 inches or greater in diameter. The tree planting scheme proposes 28 trees to be removed, of which no heritage trees are proposed for removal, and 400 new trees to be planted. Trees would line the walkways, surface parking, and perimeter of the site. An area for storm water treatment is located at the surface parking lot near Franklin Parkway.
