11.20 Traffic-Control Devices

11.20.010 ERECTION AUTHORITY. The city manager shall have the exclusive power and duty to place and maintain, or cause to be placed and maintained, official traffic control devices, when and as required under this title, and may place and maintain such additional traffic control devices as he may deem necessary to regulate traffic under this title or under state law, or to guide or warn traffic. (Prior code § 73.11).
11.20.020 SIGNAL INSTALLATION -- SAFETY ZONE ESTABLISHMENT -- TRAFFIC LANE ESTABLISHMENT. The city manager is authorized: (1) To install and maintain official traffic signals at such intersections and other places as he may deem necessary for the regulation of traffic; (2) To establish safety zones at such places as he may deem necessary for the protection of pedestrians; (3) To mark lanes for traffic on street pavements at such places as he may deem advisable, consistent with the vehicle code and traffic ordinances of this city. (Prior code § 73.12).
11.20.030 OBEDIENCE REQUIRED. (a) The driver of a vehicle, the person in charge of animals and the motorman of a streetcar, shall obey the instructions of any official traffic control device applicable thereto placed in accordance with this title unless otherwise directed by a police officer, subject to the exemption granted by Section 11.04.050.

(b) The driver of a vehicle, the person in charge of an animal, and the motorman of a streetcar, shall obey the instructions on any barrier or sign erected by any of the public departments of city or public utilities in city, or by any other person, pursuant to law. (Prior code § 73.13).
11.20.040 SIGNS REQUIRED. No provision of this title, by which signs or markings are required, shall be enforced against an alleged violator if, at the time and place of the alleged violation, an official sign or marking shall not have been in place and sufficiently legible and visible to be seen by an ordinarily observant person. (Prior code § 73.14).
11.20.050 FLASHING SIGNALS. When a yellow lens is illuminated with rapid intermittent flashes, drivers of vehicles may proceed through the intersection or past such signal only with added caution. (Prior code § 73.16).
11.20.060 PUSH BUTTON SIGNALS. No person shall operate a pedestrian push button signal other than a pedestrian for the purpose of immediately crossing the roadway. (Prior code § 73.17).
