2.28.010 ORGANIZATION. The public works commission of the city shall consist of five members appointed by the council.
Each member of the commission shall serve at the pleasure of the council and for a term of four years, or until the appointment and qualification of a successor, except that the first members shall draw lots to establish the following terms:
Two years (June, 1974) 2 members
Four years (June, 1976) 3 members
(Ord. 1972-9 § 1 (part), 1972).

2.28.020 MEETINGS. The commission shall meet within one month of its formation and establish itself by electing a chairman, vice-chairman and secretary to serve at the pleasure of the commission. A regular time and place of meetings shall be established and adhered to in the manner of holding public meetings for legislative bodies in the state. All meetings shall be open to the public unless by law otherwise provided. (Ord. 1972-9 § 1 (part), 1972).

2.28.030 POWERS -- DUTIES. The commission shall consider the needs of the department of public works and develop policy for construction and maintenance programs; study and recommend to the council requests from the public for public works construction or policy changes; and review traffic problems and recommend actions to the council.
The commission may make recommendations to any other board or commission of the city with respect to any action the commission believes should be taken or upon which it has been requested to advise. (Ord. 1972-9 § 1 (part), 1972).
