ITEM 1: PUBLIC HEARING
CITY OF SAN MATEO BICYCLE PLAN, review of and recommendation to the City Council for amendments to the City's Zoning Code and General Plan associated with the City of San Mateo Bicycle Master Plan.  Recommended changes to the Zoning Code include modifications to the City's bicycle parking rates, and provisions to allow residents to use assigned vehicular parking spaces in multi-family development for bicycle parking.  The General Plan amendment includes an update to the City's Bikeways System (Figure C-5 in the Circulation Element).  The Bicycle Master Plan applies Citywide.  A Mitigated Negative Declaration has been prepared.
