Long-Term Citywide Transportation Planning
Public Works maintains the quality of our roadways and plans for the future of our transportation system. We use models to help us plan for future traffic to maintain intersections at an acceptable level of service. The level of service is a measure of how long it takes an automobile to clear a controlled intersection and is defined by grades A-F where A is a complete free flow of traffic moving at normal speeds and F is a highly restricted flow of traffic (stop and go, gridlock, etc.)

Our City's Standard for Level of Service
Our council-adopted level of service is the mid-level of service designation "D" which indicates a delay at the intersection allowing all cars to clear the intersection within one signal phase.

Level "D" allows the City to balance between having effective traffic flows and having roadways as wide as expressways in local areas. Level A creates the need for very wide streets that would impede our ability to have reasonable and usable bicycle and pedestrian amenities.  Level of Service A requires high-speed multi-lane roads which are not appropriate for residential areas.

The City, like many cities in the Bay Area, is looking at roadways as multi-modal transportation corridors that need to accommodate bicycles, public transportation, pedestrians and motor vehicles.
