Description:  The project consists of the addition of a new gymnasium building on the St. Matthew church and school grounds and associated site improvements. The project site is zoned Single-Family Dwelling (R1-C) and is approximately 310,400 square feet (7.12 acres) in lot area. The proposal includes an addition of 108 new parking spaces on-site (for a total of 306) and construction of a new building with approximately 12,000 square feet in overall floor area. The redesign of the parking lot will require the removal of 26 trees.  93 replacement trees are proposed.  The project includes a master plan to regulate the allowable uses on the site including: limiting the use of the gymnasium to athletic events related solely to St. Matthew School; restrictions to prohibit the simultaneous use of the gymnasium and existing auditorium; limitations on the number of special events held annually on the site; and a requirement for police officer patrol in the neighborhood during special events to enforce traffic and parking violations.

  • Site Plan and Architectural Review (SPAR) for the design of the new building and site improvements.
  • Site Development Permit (SDP) for the removal of major vegetation, including heritage trees.
  • Special Use Permit (SUP) for a master plan to regulate existing and proposed church, school and day care uses located within a residential district.
  • Zoning Reclassification for an overlay zone to regulate the development, including the maximum allowable floor area on the site. Site is currently zoned R1-C.

The City Council approved the project at a public hearing on  Tuesday, January 22, 2013.  The Council action included "introduction" of an ordinance to establish a "Q7" Overlay Zone.  Adoption of that ordinance will occur at the Council's meeting of February 4, 2013.  Materials for this meeting can be found on the Agenda for the meeting: http://www.cityofsanmateo.org/index.aspx?nid=170.
August 2012  A Planning Commission Public Hearing was held on Tuesday evening, August 28, 2012.  The Planning Commission adopted findings recommending denial of the application based on their discussion at the August 14 public hearing.  The Administrative Report and related attachments are available on-line at: http://www.cityofsanmateo.org/index.aspx?NID=2387.

Status: NEW

The pre-application planning application (PA10-001) was submitted on March 8, 2010.  The applicant held a neighborhood meeting on June 23, 2010 at 7:00 p.m. in the St. Matthew School auditorium, 1 Notre Dame Avenue, to explain the proposed project.  A Planning Commission Study Session to review the project was held on July 13, 2010 at 7:30 p.m. in the City Council Chambers, City Hall, 330 West 20th Avenue. 

The applicant submitted a formal application on December 10, 2010.  Staff has subsequently conducted project review and has prepared an Initial Study and Negative Declaration as part of the environmental review of the project.  The Negative Declaration was circulated for a 30-day review period between July 27, 2011 and August 26, 2011.

On August 23, 2011, the Planning Commission conducted a Study Session on the project and took comments on the project and the environmental document (Negative Declaration).  Staff and the applicant will be preparing responses to those comments prior to scheduling a public hearing on the project.  

A revised Initial Study/Mitigated Negative Declaration has been prepared that addresses the comments and that document was recirculated for public review between February 13, 2012 and March 14, 2012.

Responses to comments made on the revised Initial Study/Negative declaration have been completed and posted.

On August 14, 2012 the Planning Commission held a public hearing and voted to recommend City Council denial of the application.  The Commission also directed staff to prepare the associated findings for adoption at the Planning Commission's August 28, 2012 meeting.

On August 28, 2012 the Planning Commission adopted findings recommending City Council denial of the application. 

A City Council public hearing date has not yet been scheduled.  Public notice will be provided before any public hearing takes place.
Background History A previous planning application, PA 06-009 St. Matthew Catholic Parish Community Center, was proposed on the site. The project was for a new Parish community center and associated site and parking improvements.

The Planning Commission held a public hearing on this project on June 9, 2009 and denied the project with a 5-0 decision.  No appeals of the Planning Commission decision were made during the appeal period. The Administrative Report and related attachments are available at: http://www.cityofsanmateo.org/DocumentCenterii.aspx?FID=436
