Consolidated Plan/Action Plans

Required by the U.S. Department of Housing & Urban Development (HUD), the Multi-Year Consolidated Plan establishes strategies for addressing the City's priority needs and identifies funding priorities for the City's Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) programs in order to plan and coordinate community development programs in a comprehensive manner.

Each year of the Consolidated Plan there is an Action Plan prepared that discusses the proposed activities for the upcoming fiscal year in accordance with the Consolidated Plan strategies. Many of these programs are targeted to serve primarily low-income residents of all racial, ethnic and disabled populations and the City particularly encourages the participation of affected residents in scheduled public hearings and plan reviews.

2015-17 Consolidated Plan Amendments


The City of San Mateo is updating its Consolidated Plan for the period 2015-2017 to reflect the City becoming a part of the County of San Mateo's HOME Consortium. This requires a Substantial Amendment to the 2015-17 Consolidated Plan.

San Mateo County is updating the Consolidated Plan for the period beginning in Fiscal Year 2013-14 and ending in Fiscal Year 2017-18 to include the City of San Mateo in the San Mateo County HOME Consortium through a Substantial Amendment. In tandem, the City of San Mateo is updating the Consolidated Plan for the period beginning Fiscal Year 2015-16 and ending in Fiscal Year 2017-18 to reflect the movement of the City's HOME funds to the County's Consortium through a substantial amendment. The substantial change is that the City is removing a program from its Consolidated Plan. All of the programming in the City's previous Consolidated Plan will be carried out, but the HOME program funds will be administered by San Mateo County rather than the City.

The public is invited to review the existing Consolidated Plans and to comment on the proposed inclusion of the City of San Mateo in the HOME Consortium, comments should be directed to Danielle Thoe, or to 330 West 20th Avenue, San Mateo, CA 94403 by July 20, 2016.
