Neighborhood Improvement and Housing
Responsibilities
Neighborhood Improvement and Housing has a wide variety of responsibilities designed to maintain the quality of neighborhoods and build new affordable housing through local and federal funds. It also enforces codes related to property maintenance, zoning and nuisances, acting on over 4,000 complaints each year in close cooperation with citizen groups and inspecting on a regular basis most of the rental apartments in the City.

First-Time  Home Buyer Program
The City of San Mateo sponsors a loan program to assist families become first time homeowners. This is a program to help you purchase condominiums, and townhouses at various locations within the San Mateo City limits .  The City provides interest deferred second loans that do not require immediate payments for some of the properties.

Housing Rehabilitation Loan Program
The Housing Rehabilitation Loan Program provides below-market interest rate loans to low- to moderate- income owner-occupants. Owners of rental properties can also receive below-market rate loans if their tenants are low-income and rents are affordable.

Loans for owner occupied homes are available for a variety of purposes, such as roofing, plumbing, electrical, termite, and general deferred maintenance. More »

Affordable Rental Housing
The County of San Mateo publishes an annual list of low to moderate income rental housing.  These are individually owned and operated establishments and inquires must be made directly to the complex. 

The City of San Mateo has a Below Market Rate Rental Program that serves households whose income ranges from very low to moderate.  Apartments are available at different income levels at different locations throughout the City.  These are individually owned and operated, but the City maintains a master waiting list.
