Housing Element 2008-2009

Housing Element law requires local governments to adequately plan to meet their existing and projected housing needs including their fair share of the regional housing need. The law recognizes that in order for the private sector to adequately address housing needs and demand, local governments must adopt land-use plans and regulatory schemes that provide opportunities for, and do not unduly constrain, housing development.

The Housing Element was adopted by the City Council on June 15, 2009. After receiving comments from HCD, the City Council adopted revisions to the Housing Element on February 1, 2010. On March 11, 2010, the State Department of Housing and Community Development (HCD) certified the Housing Element.
