Consolidated Annual Performance Evaluation Reports (CAPER)

The City receives Community Development Block Grant funds and HOME funds from the Department of Housing and Urban Development in order to address the community’s low-income needs. These funds are leveraged with Housing Successor funds as well as other City Housing funds to provide services ranging from public works infrastructure improvements to rental assistance to programs for youth. The CAPER is an annual report that summarizes the City's accomplishments and illustrates how effectively the City is using its HUD funding to address the identified needs in the community.
